The poll - commissioned by patient watchdog Healthwatch England - asked more than 1,700 people about their experiences and views on the NHS.
It found 18% admitted to using A&E when they needed non-emergency care.
The survey also showed that around a third of those who responded said that they did not know where their nearest minor injuries unit or NHS Walk in Centre was.
Here in Wirral, Wirral Community NHS Trust operate THREE Walk in centres and a GP Out of Hours Service that can help to ensure that you receive the right treatment and avoid going to A&E unless you really need to.
The Walk-in centre's are open 365 days a year until 10pm, the Minor Injuries Unit at Victoria Health Centre, Wallasey also has X-Ray facilities meaning that you can even get those suspected broken bones checked out.
Anyone can 'walk-in' to be seen by an experienced health professional within four hours, no appointment is needed.
